No service provider could stay in business for long without making some profit, it just doesn't make sense! What these service providers do is either have hidden fees that they hit you with or allocate a very small number of "allowed minutes" per month that they make up for in your monthly fee - if you go over they shut your line off! Another tactic is to send your calls over the Internet so, while it's much cheaper for them and you, the quality stinks!
